I have concluded my meeting with COBRA and rest assured that contingencies are in place. During this time it is imperative that we all follow the rule of law.

Please ignore any unauthorised transmissions taking place on the emergency broadcast system. We have intelligence that these transmissions are being made by an external hostile organisation. Do not follow any instructions that contradict official advice as you may be at risk of arrest or from forces unknown.
